Many stakeholders are convinced that a sensible solution to slow the advance of Invasive Carp is by addressing the problem before they get a solid foothold above Lock & Dam 19 in Keokuk, Iowa. A few fish have been found closer to home, but they don’t yet constitute a viable breeding population. Many policy makers underestimate the potential for success downriver and are focusing their efforts at and above Lock & Dam 1 in Minneapolis. This action could render the Upper Mississippi River, including Pool 2, unusable for recreation in the future. Activities that would be impacted include fishing, canoeing, kayaking, swimming, and boating, to say nothing of the negative impact on local businesses.
